The Bicycle Coalition of Greater Philadelphia fully supports the 15-mile-per-hour speed limit for all shared-use path users adopted by Montgomery County Commissioners. The speed limit messaging should be segregated from the other regulations that are exclusively aimed at personal electric vehicles (PEVs). We recommend that the county post MUTCD-compliant “Speed Limit 15” signs along the trail.
Tripling the fines for out-of-class e-vehicles may act as a deterrent; however, focused enforcement could result in unwarranted traffic stops that disproportionately affect people of color. A variety of fat tire e-bikes designed to resemble motorcycles fully adhere to state regulations. In contrast, there are PEVs like seated e-scooters without pedals that resemble e-bikes. We encourage Montgomery County Parks and local law enforcement to take these factors into careful consideration.
