Here are the basic changes we’d like to see in a Better E-bike law:
- Low-speed electric bicycles that rely on pedal assist and max out at 20 mph should not be subject to license, registration, or insurance requirements.
- Devices that exceed 20 mph should continue to be subject to safety-focused regulations, such as licensing, registration, and helmet use, as well as regulations governing selling and advertising.

Those of you who own legitimate Class 3 e-bikes (28 mph max pedal assist, 750 Watt motor) might wonder why your bike is being included with the higher-speed vehicles. The second most powerful political official in the State (Senate President Scutari), is the author of the anti-ebike law; any widespread change that would include a Class 3 vs E-moto distinction seems very unlikely right now. Perhaps the next legislative cohort will enact more comprehensive amendments. But ultimately, it will take Federal action to end the balkanization of e-mobility laws, but it is not a priority of the current Administration or Congress in Washington.

Mill Hill Park at the intersection of Broad and E. Front St is less than a half mile from the Trenton Transit Center (Amtrak, SEPTA, NJ TRANSIT RiverLINE). Parking is available at the Liberty Commons Garage. Buses between the State House and the Transit Center include routes 601, 606, 608, 609, 619. GO Trenton is a shared ride service that will take you anywhere in Trenton for $2.
